He was born to Lester and Mary Phillips on September 28th 1932 in Slater, Colorado on his grandparent’s (Vincent and Lilly Roubidoux) ranch. He grew up in the Little Snake River Valley in Southern Wyoming. He graduated from Baggs High School in 1950. While in high school he enjoyed playing the drums and was in a band. He married Frances Lewis in 1949 and they would have celebrated their 58th wedding anniversary in December. Shortly after high school he was drafted into the military. Vic was stationed in Lawton, Oklahoma at Fort Sill and played the drums in the Army Marching Band. After spending two years in the Army he and Frances moved to Billings, Montana and bought All State Roofing from his father-in-law Ray Miller. Vic graduated from the Dale Carnegie Course in 1982 with honors. He was also a lifetime member of the Billings Elks Lodge # 394. Of the many virtues that Vic possessed, his generosity was one of his greatest. If anyone needed a helping hand, Vic was always there. Vic enjoyed traveling, boating, fishing, working in his garden and doing yard work. His greatest joys in his life were his family and especially his grandchildren. He was preceded in death by his parents Lester Phillips, Mary Hopf, stepfather Bob Hopf, and two sons Ike (1980) and Victor (1992).
